No, when I was 10 years ago. But is) the sand (the beach is about 7 miles long, and in May disrobe a little discretion before, where will meet most people. The only hotel at the time I was there at the Hotel Porto Santo. This is the area of the main pool.
The answer is "no"
There are Madeira and Porto Santo non-nudist beaches nudist / present. As far as I know it's not even allowed to be topless ladies on the beach.
